Well, this assumes that Menino fails, which is a very big if. The answer also depends on who defeats Menino. But I will venture to say that the biggest winners would be developers who are not among those considered Friends of Tom, and who find themselves consistently passed over while those FoTs suck enormous sums of money off the city's teats. Or, so some allege.
