Rigging the Millions?

Back in January, legislators began asking Tim Cahill to explain why lottery revenues for the current fiscal year were so far below projections. On January 19th, he testified at a Beacon Hill hearing that the problem was, in part, due to the unfortunate fact that no big jackpots had built up, meaning no huge rush of people spending their paychecks on lottery tickets.

MegaMillions hasn't hit since, and the pot for tonight's drawing is $340 million.

Coincidence? Or smart state fiscal planning?
