Testing Maine's open-carry laws

A local YouTube user who goes by "boyscout399" has posted two videos of himself being detained by law enforcement officials because he is openly carrying a gun (which is legal in Maine). 

In the recordings (the Biddeford one is just audio), boyscout399 proves well-versed in legalese and Supreme Court cases. He's obviously just trying to make a point, but it is one that may surprise many Mainers: if you see someone walking down Congress Street with a gun strapped to his or her belt, that's totally kosher, legally speaking. (Unless that person is a felon. But, as these videos demonstrate, discovering whether or not someone is a felon in the first place can be dicey.)
