Ice Cream Trucks = Menace 2 Society?

Portland City Councilor Kevin Donoghue has put out a call for public input on a pressing and urgent matter -- ice-cream trucks.

In an email, he writes:

"Dear Friends of District One:
   I write you on a lighter topic than schools and budgets, but one about which I heard last spring and begin to hear again from constituents this spring. It concerns whether ice cream trucks add to or detract from our quality of life in Portland.  Are ice cream trucks sacred like fresh apple pie and high school football or are they unwelcome nuisances we tolerate?  I'd love to get your opinion on how - or indeed whether - we should confront the issue of ice cream trucks in Portland. Not wishing to be a Grinch, I tend to think of ice cream trucks as mere zoning violations - a business parcel rolling around a residential zone. Others write for concern about neighborhood noise and childhood obesity. What say you to this one?"
